Nora Hoban is the Senior Vice President of MHA’s Policy & Data Analytics team responsible for analytics supporting advocacy, rate setting, quality, and initiatives to align provider incentives and supporting advocacy efforts. Ms. Hoban came to MHA from Avalere Health where she was the Senior Vice President of the Data Analytics Practice responsible for leading strategic engagements related to Medicare and private health insurance particularly with hospital readmissions analyses, new payment reform proposals such as bundling, and impact analyses for proposed policies. Having experience as a SAS programmer, a policy analyst, and an auditor with the federal government she understands intricacies of Medicare data, clarity with how policy is developed, and experience helping clients develop proposals that are shaped with sound analytics. Ms. Hoban was a Senior Analyst with the U.S. Government Accountability Office (GAO), where she led studies on a range of healthcare topics including the evaluation of existing prospective payment systems. She served as a Lead Analyst for Medicare payment policy at the Centers for Medicare & Medicaid Services (CMS). While at CMS, she developed and launched Medicare prospective payment systems for hospital outpatient departments and inpatient rehabilitation facilities and provided analytical and programming expertise on a range of other payment systems, including skilled nursing facilities, long-term care facilities, and ambulatory care facilities. Ms. Hoban holds a B.S. in Psychology from Towson State University and a M.P.A. with a concentration in Health Policy from the University of Baltimore.
