Steven Chen is director of policy at the Maryland Hospital Association. In this role, he evaluates and develops policies to support the association’s advocacy efforts on behalf of all the state’s hospitals.

Steven most recently served as manager of policy analysis for the Children’s Hospital Association, where he summarized legislative and regulatory proposals, represented the association before federal agencies, managed legal counsels in advocacy efforts, and led consultants in research projects. Before moving to Washington, D.C., Steven was a research assistant professor with the Health Law & Policy Institute at the University of Houston Law Center.

Steven earned his J.D. from Columbia University School of Law and his B.A. from University of California, at Berkeley.
