Council on Clinical & Quality Issues
The Council on Clinical & Quality Issues consists of experts in health care quality from MHA member hospitals and is charged with setting the field’s agenda on quality improvement.
The Council explores clinical and other patient care issues that arise in response to changes in technology, community expectations, and financing. The Council also promotes the measurement and improvement of community health status, supports initiatives to assess and improve health care performance, and recommends strategies to address emerging public health issues.

Council on Financial Policy
This Council on Financial Policy consists of hospital senior executives and focuses chiefly on helping hospitals and the state succeed under Maryland’s unique agreement with the federal government that regulates hospital rates.
The Council helps create the vision and structure for implementation of Maryland’s hospital payment system and promotes support for these changes. Through the ongoing evaluation of all aspects of the payment system, the Council works to secure the financial resources needed to help hospitals take care of people and make communities healthier.

Council on Legislative & Regulatory Policy
The Council on Legislative & Regulatory Policy identifies emerging legislative issues for consideration by MHA’s Board of Trustees.
Members provide high-level advocacy and strategic input on MHA’s annual legislative priorities, as well as other statewide issues expected to be addressed during the General Assembly’s legislative session. The Council guides advocacy opportunities and is responsible for proposing MHA’s legislative agenda to the Board for a final decision. Council members work to expand the hospital field’s influence by strengthening relationships with elected state and federal leaders.
