Hospital Preparedness Program (HPP) Temporary Staff Request for Proposal (RFP)

Reason for request:

There are four Healthcare Coalitions (HCCs) in Maryland each with designated regional staff. Currently, there are vacancies in two regions – Maryland Region III (central Maryland) and IV (Eastern Shore). This RFP is requesting temporary staff dedicated to each region for the duration of BP 1 (with an option for extension as necessary). The temporary coordinator positions serve to complete the important work to move grant deliverables, Coalition priorities, and ultimately regional preparedness forward. Most work can be accomplished virtually, but some in-person work pertaining to HPP assets may be necessary (this is explained further below). This position will report to Assistant Director of the MHA HPP, Megan Roderick, and MHA Chief Operating Officer (COO), Meghan McClelland.

Coordinator responsibilities:

  • Support regional coalition meeting activities to include, but not limited to:
    • Coalition meeting agendas, minutes, and accompanying slides
    • Executive committee meeting agendas, minutes, and accompanying slides
  • Procurement of equipment and supplies on behalf of the HCC
  • Assist the Health Care Preparedness Assistant Director with procuring and managing supplies and equipment to include seeking out bids, vetting, choosing vendors for regional grant purchases, managing deliveries, and tracking regional grant resources
    • This may include in-person warehouse work not limited to receiving inventory, cycle counts, etc.
  • Assist Coalition leadership1 with development and implementation of preparedness educational opportunities, drills, and exercises
  • Assist Coalition leadership with conducting hazard assessments (HVA)
  • Coordinate with Coalition leadership and stakeholders to assess needs and fulfill requirements based on federal grant objectives and regional priorities to include but not limited to:
    • Readiness assessment
    • Readiness plan
    • HCC by laws
    • Cybersecurity assessment
    • Extended downtime healthcare delivery impact assessment
    • Information sharing plan
    • Resource management plan
    • COOP
    • MRSE
  • Maintain project grant documentation to include developing regional applications, end of year reports and other required deliverables
  • Support Coalition leadership with administrative duties and correspondence
  • Provide expert guidance to facilities and localities in the development of grant documents, such as applications and end of year reports

Supplemental information:

  • These positions are intended to be fluid so as to respond to the needs and priorities of the region.
  • These positions may require in-person work at warehouse locations in Salisbury, Maryland and/or Glen Burnie, Maryland. Every effort will be made to provide advance notice of required in-person work but will be on an as needed basis.
  • These positions should be full-time (40 hrs/week).
