The Maryland Hospital Association has an exceptional opportunity for a qualified, early-career Regional Healthcare Preparedness Coordinator for the Region III Healthcare Coalition in Maryland. This is a full-time, grant funded position through Fiscal Year 2024 that has been in place since September 11, 2001 through the Administration for Strategic Preparedness and Response (ASPR) Hospital Preparedness Program (HPP). Position renewal is dependent upon availability of grant funds. This is a hybrid position with expectation that you will need to be able to work in central Maryland as well as the main office in Elkridge, MD two to six times a month for coalition meetings, site visits with members, and events.

Healthcare Coalitions seek to incentivize diverse and often competing healthcare organizations to work together to improve overall healthcare system preparedness. As a Preparedness Coordinator, you will play an active and significant role in preparing our critical medical infrastructure. You will also serve as as the conduit between the Coalition, state government, and community stakeholders to lead and develop regional preparedness efforts. This includes, but is not limited to, facilitating coordination amongst regional partners, participating in regional and state-level projects and committees, coordinating emergency preparedness/response activities, and ensuring compliance with ASPR’s HPP regulations.

Essential Duties and Responsibilities:

  • Grants management – 40% of time
    • Track and complete HPP grant deliverables
    • Develop and recommend a procurement strategy based on regional gaps and needs
    • Prepare and monitor the annual Healthcare Coalition budget
    • Lead and manage the procurement of goods and services
      • Request formal quotations from vendors
      • Document procurement justifications according to HPP Procurement Policy
      • Manage the development and expensing of the emergency preparedness budget
  • Build and sustain strong relationships – 20% of time
    • Lead and promote a common operating picture and information sharing during operational disaster responses affecting the region
    • Identify and maintain contact information for community response partners, coalition members, and other stakeholders
    • Manage situational awareness and alerting functions via the Coalition Everbridge system
  • Planning – 10% of time
    • Collaborate with regional leadership in the creation, development, education, training, and implementation of disaster plans that are in alignment with state and other regulatory agencies
    • Review and update regional plans
  • Training and exercise – 10% of time
    • Collaborate with regional leadership in the creation, development, education, training, and implementation of disaster plans that are in alignment with state and other regulatory agencies
    • Develop a Coalition training and exercise plan
    • Conduct Coalition training and exercises as necessary
    • Evaluate training and exercise events following HSEEP guidelines
  • Administrative – 10% of time
    • Develop reports and presentations pertaining to Coalition meetings, workgroups, trainings, etc.
    • Lead and facilitate Coalition meetings, workgroups, trainings, etc.
    • Develops meeting agendas, minutes, and attendance
  • Inventory management – 10% of time
    • Ensure operational readiness of all Coalition equipment to include, but not limited to, assisting with preventative maintenance and warehouse cycle counts
    • Coordinate and monitor warehouse receiving and deployment

Qualifications

  • Bachelor’s degree or equivalent work experience
  • At least 2 years of full-time work experience in health care, public health, grants management or a related field
  • Completion of FEMA ICS 100, 200, 700 and 800 by start date
  • Ability to work independently, and meet defined goals and objectives
  • Excellent ability to communicate verbally and in writing to individuals as well as large groups
  • Proficient in Microsoft Word, Excel and PowerPoint
  • Proven organizational and operational skills, and a keen attention to detail
  • Must have a valid driver’s license and ability to travel as needed within the Coalition region
