Job Summary

MHA is seeking a Data Engineer to join our Health Care Analytics team in Elkridge, MD. This position reports to the Senior Vice President of Health Care Analytics.

The Data Engineer supports MHA’s health care analytics strategy by designing, building, and maintaining reliable, scalable data pipelines and data infrastructure that enable high quality analytics and reporting. This role focuses on transforming raw clinical, financial, operational, and population health data into analytics ready datasets that support advocacy, regulatory analysis, performance improvement, and value-based care initiatives.

The Data Engineer works closely with data scientists, analysts, and policy stakeholders to ensure data assets are accurate, well documented, secure, and available for downstream analytics and decision making. This role generates insights that help improve MHA’s advocacy strategy, care quality, reduce unnecessary utilization, strengthen financial sustainability, and support value-based care initiatives. The Data Engineer partners with clinical, analytic, finance, and policy leaders to develop models and analyses that inform strategic decision making across the organization.

Essential Duties and Responsibilities

Data Engineering & Pipelines

  • Design, build, and maintain ETL/ELT pipelines for large scale health care datasets, including claims, encounter data, cost accounting systems, EHR extracts, and quality measure files.
  • Develop and optimize data workflows to ensure timely, reliable, and reproducible data delivery for analytics and reporting.
  • Implement data transformations that support standardized measures, analytic datasets, and regulatory reporting needs.

Data Quality, Validation, & Governance

  • Implement automated data quality checks, validation routines, and monitoring to ensure accuracy, completeness, and consistency of data assets.
  • Document data sources, business rules, transformations, and assumptions to support transparency and auditability.
  • Support data governance practices, including version control, access controls, and compliance with privacy and security requirements.

Analytics Enablement & Reporting Support

  • Partner with data scientists and analysts to design analytics ready tables, views, and data marts that support modeling, dashboards, and ad hoc analysis.
  • Support dashboards and reporting solutions that track utilization, quality outcomes, cost trends, and performance against benchmarks or regulatory targets.
  • Troubleshoot data issues and performance bottlenecks affecting analytics or reporting deliverables.

Collaboration & Stakeholder Support

  • Work with clinical, finance, policy, and analytics teams to understand data needs and translate them into scalable technical solutions.
  • Participate in cross functional workgroups supporting regulatory submissions, strategic planning, and program evaluation.
  • Communicate data engineering concepts clearly to non-technical stakeholders when needed.

Continuous Improvement & Innovation

  • Identify opportunities to automate manual processes, improve data reliability, and enhance pipeline performance.
  • Stay current on health care data standards and best practices (e.g., ICD 10, CPT/HCPCS, DRGs, FHIR, risk adjustment models).

Education and Experience

  • Bachelor’s degree in Computer Science, Data Engineering, Information Systems, Data Science, or a related field.
  • 3–5 years of experience in data engineering, analytics engineering, or a related technical role, preferably in health care, hospital, or payer environments.
  • Experience working with claims data (Medicare, Medicaid, commercial), hospital billing data, quality measure datasets, or EHR data preferred.

Qualifications

Technical Skills

  • Strong SQL skills and experience working with relational databases and/or cloud-based data environments.
  • Proficiency in Python (or similar language) for data processing, automation, and pipeline development.
  • Experience building and maintaining ETL/ELT pipelines and data transformations.
  • Familiarity with health care data classifications and standards (ICD 10, CPT/HCPCS, DRG, HCC).
  • Experience supporting BI or visualization tools (e.g., Power BI or similar).

Professional Skills

  • Strong problem-solving skills and attention to detail, particularly around data validation and quality.
  • Ability to manage multiple priorities and deliver reliable data solutions in a fast-paced environment.
  • Clear communication skills and ability to collaborate effectively with both technical and non-technical partners.

Preferred Skills (Optional)

  • Experience with large scale or complex data environments supporting multiple analytic use cases.
  • Familiarity with value-based payment models, hospital global budgets, or regulatory programs (e.g., IQR, VBP, HRRP, HAC).
  • Exposure to population health, utilization management, or cost analytics in health care settings.
