Senior Vice President of Government Affairs & Policy

The mission of the Maryland Hospital Association (MHA) is to serve Maryland’s hospitals and health systems through collective action to shape policies, practices, financing, and performance to advance health care and the health of all Marylanders. MHA advocates for members and their constituents – caregivers, patients, and communities – before state and federal legislative and regulatory bodies. MHA also aids member organizations in their shared efforts – both within the field and in concert with other stakeholders in the private and public sectors – to improve the quality and cost-effectiveness of health care services.

The Association is currently seeking a Senior Vice President of Government Affairs & Policy to join our Government Affairs and Policy team in Elkridge, MD and to serve as a vital member of MHA’s leadership team reporting to the President & CEO.

As the Senior Vice President, you will be responsible for:

  • Providing executive leadership of the Government Affairs and Policy teams of MHA and developing and leading an overall government, legislative, regulatory, and policy strategy for MHA at the local, state, and federal levels. Lead team to implement strategies as defined.
  • Serving as a lead advocate for the Association and members’ priorities to governmental officials, organizations, and government entities on key legislative issues.
  • Leading the strategy and development of policy positions for the Association across a multitude of health care related policy topics including but not limited to value-based care, liability and insurance, workforce, care continuum and access to care.
  • Leading the strategy and development of MHA’s advocacy and policy agendas in coordination with relevant member Councils, workgroups, and MHA teams Develop logic models and work plans for measurable outcomes and provide member value.
  • Working with a wide spectrum of internal and external stakeholders, proactively identifying, shaping, and packaging the key issues facing MHA and its members.
  • Representing the Association at legislative sessions/workgroups, regularly testifying and speaking publicly on behalf of the association.
  • Leading identification, tracking, research, and analysis of legislation, regulations, and policies at the local, state, and federal levels that may impact Maryland’s health care delivery system, especially as it relates to hospitals and health systems, and providing strategic solutions.
  • Collaborating with and communicating to inform MHA leadership about relevant legislative issues, external factors, and policy proposals that could impact the Association and its members and the impact on the Association.
  • Developing and maintaining relationships with key external stakeholders and state leaders including legislators, state agencies, the Governor’s office, and administration staff.
  • Leading the planning and production of concise and well-written policy, research, and advocacy documents for internal use as well as external association documents such as testimony, policy positions, and member communications.
  • Developing coalitions of stakeholders around pertinent health care issues including strategic planning, agenda setting, and community partnerships.
  • Leading the creation of budgets, scopes of work, and project management for consulting support including leading Association’s contractual lobbying relationships.

Qualifications:

  • Must have 10-12 years of experience in government affairs, public policy, or healthcare with at least 5-7 years of leadership experience.
  • Must have a bachelor’s degree or equivalent work experience in public policy, healthcare administration, political science, government, or another related field. Master’s or Law degree preferred.
  • Must have expert working knowledge of state and/federal government, including legislative and executive agency bodies, as well as demonstrated experience advocating to local, state, and federal government and regulatory bodies. Maryland experience highly preferred.
  • Must have expert working knowledge in policy development.
  • Must be able to demonstrate well-established relationships in politics and/or health care in Maryland.
  • Must be able to produce measurable outcomes to enhance member value.
  • Must have excellent writing and oral communication skills. Advance experience and public speaking skills highly desirable.
  • Able to report and summarize policy concepts in simplified, layperson language for ease in interpretation and advocacy.
  • Proved track record of project management with measures that include one-time and on-budget delivery, high customer satisfaction scores, and demonstrated impact.
  • Must have the ability to think critically and challenge assumptions.
  • Must have the flexibility to be available for extended work hours, including weekend work, during the 90-day legislative session (January – mid-April).
